風の馬
世界中から注視されているチベットには、報道規制により、現在外国からのカメラが入ることは許されない。『風の馬』は1998年に、チベットのラサやネパールで監視の目をかいくぐり撮影された劇映画である。本作は、実話をもとにチベット問題を真正面から捉えた衝撃作として、世界各地で上映され芸術的な賞賛と政治的な論争を呼んだ。ここに描かれていることは、今も変わらないチベットの現実である。

ヒマラヤを越えて亡命するチベット難民の子供たちを追った珠玉の短編ドキュメンタリー
1950年代に始まった中国によるチベット侵攻。1959年、インドへと亡命したダライ・ラマ法王の後を追って10万人にのぼる難民がチベットから脱出してきました。現在もなお、毎年数百人の子供たちが親元を離れ4,000メートル級のヒマラヤを徒歩で越え、数週間歩き続けてインドへと亡命してきます。彼らはなぜ命をかけてまで国境を越えるのでしょうか。

*In 2005 IPB launched a major new programme, designed to reflect
widespread public concern at the rapid rise in global military spending
(totalling $1464 billion in 2008); and the evidence that weapons -- such

development. Post 9-11, the failure of military solutions should be
obvious to all. IPB advocates reductions in defence budgets and the
adoption of a 'human security' approach. Activities organised in pursuit

Deepak hopes to stress that the importance of the positive future of

*Former Presidential candidate, George McGovern, gives advice to Obama*

In a statement addressing President Obama and the current state of US
military spending, McGovern offers very relevant advice, concluding that
the US can defend itself on half the military budget it is spending.
McGovern suggests allocating US funds to other areas of the US agenda
that are in need of attention, such as environment and education. He
also gives further advice regarding the removal of troops from

*Cyber petition re the French Loi de Programmation Militaire, 2009-2014*

*IPB member organization, Mouvement de la Paix, recently launched a
cyber petition addressed to the French government urging the
cancellation of its proposed increases in military expenditures from
2009-2014. The parliament vote was on June 15^th . The Mouvement de la
Paix aims to not only increase awareness about this government

*Israel** Bucks Trends and Raises Taxes and Defense Spending*

*Despite the global trends of countries struggling with the economic
crisis and therefore considering reduction of their national budgets,
the new Israeli government of Benjamin Netanyahu plans to increase
defense spending. The justification is to respond to continued security
threats from Hamas in the Gaza strip, and from Iran. Obama's plans to
cut aid to Israel mean that the Israeli government will fund this
increase by using its indigenous defense industry. More at:

*Gates: More Missile Defense Spending Possible*

*Current US Defense secretary, Robert Gates, is considering the

March 29, 2009 marked an achievement for the Geneva Conference on

Weapons and their effects



*Countries Destroying Cluster Bomb Stockpiles: results*

Several of the 96 countries who signed the treaty December 2008 to ban
cluster bombs have now started to destroy their stockpiles even before
the treaty has been ratified. These governments have moved from
defending the use of cluster munitions to signing a treaty against them.
With the treaty coming into force six months after its ratification,
these governments who support the treaty hope that hold-outs such as the
US, China and Russia will sign the treaty as well.

*IPB staffer moving on*

Many IPB members will remember our good friend *Silvi Sterr*, who has
been a loyal member of the IPB staff team for the last 5 years. Prior to
working for IPB she was for a while the Secretary-General of the Women's
International League for Peace and Freedom (WILPF) in Geneva. Then in
2004-5 she became the Coordinator of our *Women in Peacemaking* project,
which combined a number of public events celebrating the life of Bertha
von Suttner (IPB Vice-President and Nobel Peace laureate 1905) with
outreach to, and support of, contemporary peace-women in Central and
Eastern Europe. Since then she has been an active volunteer at the IPB
HQ, helping build our Disarmament for Development project. Silvi is now
returning to her native Munich to take up a position at a community
health centre. We wish her all the best in the next stage of her career.

*Call for the release of Mairead Maguire and human rights activists on
humanitarian mission to Gaza detained by Israel*

Peace Boat is deeply concerned by the detention by Israeli forces of
Nobel Peace Laureate Mairead Maguire and approximately 20 human rights
activists participating in the eighth mission of the Free Gaza Movement
aimed at delivering critically needed humanitarian aid to the people of
Gaza and bringing attention to the Israeli blockade. Also on board the
two detained ships were former United States Congresswoman Cynthia
McKinney, as well as human rights activists, journalists and academics
from 11 countries.

Reports describe that late on the afternoon of June 30, the Israeli
military forcibly boarded the Free Gaza fishing boat on which the
activists were travelling, and detained them. The ship, accompanied by
another boat ? the Spirit of Humanity ? was carrying vital medical
supplies, construction materials, children's toys and olive trees to
deliver to Gaza.

According to a new International Committee of the Red Cross report, 1.5
million people are “trapped in despair” and poverty, with insufficient
access to health care, clean water and other basic necessities, unable
to rebuild their homes and their lives, due to the closure imposed on
the territory. It is against “this cruel siege of Gaza by the Israeli
Government, and to show the people of Gaza that the world does care what
is happening to them” that Mairead Maguire embarked on the Free Gaza
Movement’s mission.

The fact that Nobel Peace Laureate Ms Maguire, renowned for her pacifism
and nonviolent actions, could be detained on such a humanitarian mission
is something that we, working towards a peaceful, sustainable society
with respect for human rights, cannot accept. Ms Maguire's determined
participation in this humanitarian mission to Gaza demonstrates her
lifelong dedication to peace, non-violence and human rights.

Mairead Maguire is a strong advocate of the Global Article 9 Campaign to
Abolish War (of which Peace Boat serves as Secretariat), a campaign that
strives to protect the war-renouncing clause of the Japanese
Constitution and build an international movement to call for a global
peace that does not rely on force. Her commitment to the Article 9
Campaign only emphasises the peaceful, humanitarian nature of the
activities that Ms Maguire and the other activists on the Free Gaza
Movement mission had undertaken.

As an organisation that also carries out peace missions and delivery of
humanitarian aid supplies by ship, Peace Boat has over many years
maintained grassroots exchange with the citizens of Palestine and Israel
during our voyages at sea and visits to the region, and we have been
dedicated to humanitarian support for the Palestinians suffering through
the inhumane Israeli blockade of Gaza. We are thus deeply concerned by
Ms. Maguire's and the other activists' detention and by the obstruction
of their humanitarian mission. We join our voice to the international
call for the immediate and unconditional release of the group and the
confiscated aid items, as well as for the unhindered continuation of the
peace mission.

PEACE BUREAU URGES STRONGER PROTESTS AGAINST ISRAEL’S GAZA WAR

Geneva, January 14, 2009. Last weekend’s mass protests across the world against Israel’s savage (and illegal) attacks on the Gaza population were an important reminder to governments on all continents that this is an issue with global ramifications and one that ordinary citizens feel extremely angry about. The ‘second superpower’ that brought 10 million onto the streets on 15 February 2003 (to protest the threatened war on Iraq) is stirring once again.

How many more mosques, schools, relief convoys, and ordinary homes will be targeted? How many more children bombed to bits? The ominous threat of a ‘third phase’ of the military operation suggests the Gaza bodycount will go even higher before Obama’s inauguration brings this butchery to an end (current figures give nearly 1000 Palestinian dead, 4,400 wounded, 90,000 displaced).

It is true that Israeli civilians are also being targeted and that every country has the right to defend its borders and its citizens against attack. But it also has the primary duty to defend itself by diplomacy and dialogue, and the current Israeli leadership seems utterly unwilling to use those tools. The fundamental issue is the occupation of what Palestinians view as their land. The less extreme elements of the Hamas leadership have been willing to consider a two-state solution based on the 1967 borders. But the tragic consequence of the current invasion and slaughter is that it will make it far harder for either of the Palestinian factions or Arab opinion to contemplate sitting down with the Israelis. And terrorist attacks will go on. In the longer term, Israel – and its Western backers - will not be more secure.

Along with peace movements across the globe, IPB believes that militarism rarely solves anything – usually it drives conflicts up, rather than down, the spiral of violence. Meanwhile billions of dollars are wasted that could have been spent tackling the challenges of poverty, injustice, climate change and more. How much has this operation cost so far? How much will it cost to repair?

There is much that has to be done now, and urgently. Millions are carrying out acts of solidarity in their own ways in communities across the world. IPB highlights just three areas:

1. Protests must be intensified so that governments are obliged to respond more vigorously through their own relations with Israel.
2. An immediate ceasefire must be brokered, opening the way for talks on the fundamental issues. These should begin under the auspices of the Quartet, and clearly this is a priority task for President Obama.
3. Humanitarian aid and support for the longer term reconstruction and development process must be rapidly stepped up, so that as soon as the borders are fully opened from any side essential supplies and necessary expertise can reach the entire Gaza population.
